Emergency Light Testing in Tennessee: Which Test You Need and Who Should Run It

Emergency lights need a 30-second functional test every month and a 90-minute test every year. Battery-backed exit signs need the same two tests.

Both come from NFPA 101 Section 7.9.3. Neither one requires a license in Tennessee, so you can legally run both yourself.

Almost nobody does, and that is worth understanding before you decide how to handle it.

Most small businesses either do this themselves or do not do it at all. In my experience it is not enforced as heavily as extinguisher tags.

When a marshal does check, they push the button on a few lights to see whether they are dead. They are not going to walk a building with fifty of them.

Bigger buildings and national brands almost always get it done, because for them it is a compliance line item. They either hire it out or hand it to their facilities team.

The monthly test is genuinely simple, and this guide gives you the whole procedure. The annual test is a different job, and by the end of that section you will know whether you want it.

A unit can pass the 30-second test and fail the 90-minute one. Thirty seconds does not drain a weak battery far enough to expose it, which is the entire reason both tests exist.

The Monthly Test, Step by Step

This applies to every battery-backed unit in the building. Emergency light fixtures, illuminated exit signs, and combination units all get the same check.

  1. Find the test button on the fixture. It is small and usually on the side or the bottom.
  2. Press and hold it for the full 30 seconds, not three.
  3. Watch the lamp heads. They should come on immediately at full brightness and stay there.
  4. Release the button and confirm the charging indicator comes back on.
  5. Write down the result before you move to the next unit.

A unit passes when it lights instantly, stays at full brightness, and holds for the whole 30 seconds.

It fails if it does not come on, flickers, dims noticeably, or goes dark early. It also fails if the charging indicator never returns, which points at the charging circuit rather than the battery.

Walk the whole building, not just the front hallway. Stairwells, back corridors, storage areas, and parking structures all count, and those are the ones that get skipped.

Building staff can do this safely as long as they are only pressing a button. Nobody should be opening fixtures or working on wiring unless that is already part of their job.

The Part People Actually Skip

The test is not what goes wrong. Recording it is.

It is easy to push the button. The problem is that people do not write it down, and a lot of them never do the test in the first place.

The marshal wants a record showing the units were tested. They do not necessarily care whether there is a sticker on the light itself.

A spreadsheet is enough. NFPA 101 asks for a written record available to the authority having jurisdiction, and it does not dictate the format.

Five columns cover it:

  1. Unit number
  2. Type, meaning emergency light, exit sign, or combination unit
  3. Location
  4. Pass or fail
  5. Notes, for what you did about a failure

Build the list once and reuse it every month. That list is also your inventory, which means you stop guessing at how many units the building has when it is time to get the annual test quoted.

The Annual 90-Minute Test Is a Different Job

The annual test simulates a real outage. Every battery-backed unit runs on battery for a full 90 minutes, and anything that dims or dies before the end has failed.

Ninety minutes is not arbitrary. NFPA 101 requires emergency lighting to keep the egress path illuminated for at least an hour and a half after a power failure.

The ideal way is to kill the breaker. That drops every unit on the circuit to battery at once, and I push hard for it when a building has a lot of lights.

When I cannot get to the panel, I climb to each fixture and disconnect the small connector that runs to the test button. That kicks the unit onto battery backup on its own.

That is easier than trying to pin or lock a test button open. It also means a ladder at every single unit.

Here is the honest math on time. If the breaker works and everything passes, expect 90 minutes plus about 20 minutes to write the report.

If the panel is not usable and every fixture needs a ladder, it takes considerably longer. Deficiencies stretch it further, since each one has to be diagnosed and corrected.

That is the real reason most buildings hire this out. Not licensing, which Tennessee does not require here, but two to three hours of somebody’s day and a ladder.

What Actually Fails

Three things, in the order I find them.

  1. The battery is dead. This is the most common finding by a wide margin, and it is what a fire marshal catches when they push a button.
  2. The fixture itself is bad. Something other than the battery has failed, whether that is the board or the transformer.
  3. An electrical problem. Real, but rare compared to the first two.

When a unit fails, I put a voltage tester on it first. No voltage means an electrical problem, and that needs an electrician.

My scope stops inside the wall. Anything to do with the panel or the wiring is not my work and I will tell you that instead of guessing at it.

If there is voltage, I replace the battery. If it still does not work, I recommend replacing the light.

Sometimes I skip straight to that. If the fixture is old enough that the plastic is falling apart as I take the cover off, a new battery is not worth putting in it.

A lit exit sign tells you nothing about its battery. The sign runs on building power, so it looks correct right up until the outage it was installed for.

Heat is why some buildings fail more units than others. Warehouses, mechanical rooms, and anything mounted near a high ceiling run hot, and heat shortens battery life.

When a Push-Button Test Is Enough

NFPA 101 calls for the full 90-minute test annually. That is the standard, and it is what a strict inspector will expect to see documented.

In practice, some marshals here are fine with a documented push-button test. It is also cheaper, because I am not sitting in your building waiting out a 90-minute clock.

I offer both. Which one you need depends on your marshal, and the fastest way to find out is to ask them.

Repairs are quoted separately because they swing too much to publish a number. A battery is not a fixture, and a fixture in a stairwell is not a fixture at eye level in an office.

Frequently Asked Questions

Do we legally need a licensed company for this?

Not to test them. Tennessee’s fire equipment licensing law defines its licensed scope as portable fire extinguishers and fixed extinguisher systems, and emergency lighting is not in it.

NFPA 101 sets the intervals without naming who performs the test. Electrical work behind the fixture is a separate question and belongs to an electrician.

Do battery-backed exit signs get tested separately?

No, they get tested the same way in the same visit. Any unit with a battery that is meant to illuminate during an outage is on the same monthly and annual schedule.

Our building has a generator. Does that cover it?

Not for battery-backed units. Generator systems fall under their own testing requirements, and most buildings have both.

Identify the power source for each unit, then apply the right schedule to each group.

Do self-testing fixtures solve this?

Partly. Approved self-testing equipment can automate the test itself, but someone still has to read the status indicators, keep the record, and correct failures.

Self-testing is not self-maintaining, and the written record is still your responsibility.

What if a unit fails and we cannot replace it right away?

Note it in the record with the date and what you found, then close it out once the repair is done. An open failure with no resolution recorded is worse than the failure itself, because it documents that you knew and did nothing.
